the scooter wouldnt be used on real roads, just in the neighborhood.

If it is under 50 cc you do not need liability insurance. If it is going to be on any public road of any kind, then you need licence plates and registration. What do you mean by "neighborhood"? If it is a gated community where the roads are paved and maintained by a homeowners association of some kind and no one who doesn't live there drives through, then it's private property and you can do what you like, subject to the rules of the homeowners association. If it is any other kind of road where other people drive, it needs to be registered and you need to have a drivers license to operate it.

The scooter is called Zoot scooter. The there are two different drive belts that turn the wheel. I am unsure what the belt number is that I need. Can anyone help me

If I purchase a 50 CC gas powered scooter. I know they are normally not street legal. But it can go a fairly decent speed 35-40mph

is it possible to make it street legal? by buying insurance or something?

If not, where IS it legal to ride these?

If it's not legal to ride it on the streets where you live, then that's it… There's nothing you can do to make it legal. Mini-bikes, pocket bikes, mini-scooters, etc, are all motorized toys that are designed and intended for use off-road or on private land only. They are not safe mixing with larger vehicles on public roadways.

I don’t know where to start and I already heard of people having bad experiences with finding parts after they have purchased their scooter.I’m on a budget so I need something affordable and still good quality. Looks are important as well.Please help anybody out there with some advice I sure would appreciate it for this will be a gift to my son for christmas.

THe top three rated scooters in the world are Piaggio and Vespa and Kymco. Of the three Kymco is the best priced, they are not a chinese company and out preform and are more reliable than the jap scooters and still cost less. They have many sizes and styles to choose from. In the years that I have been around them seldom do they need more than oil changes or valve adjustments.

I am thinking of getting a gas scooter in the 150 to 250 cc range to use commuting to work (15 miles on back country roads) in order to save money on gas. Does anyone have one and can tell me if they are reliable and comfortable to ride. I am currently looking at the brand Tank, but, am willing to consider other brands.

Honda hasn't sold a scooter in the 125cc and 150cc range in the USA since the '80's, though they are popular in Europe. Go figure. Honda 250cc's are good, but pricey. Silverwings are the ultimate scoooter from Honda (500cc ?)
Suzuki has the choicest-looking ones, next only to the Aprilia models (Scarabeo 200cc, Atlantic 500cc); they're advantaged by being better-priced and -serviced on the Left Coast. Currency conversion, y'know,
Yamaha was a good choice in the smaller sizes years ago, Ijust don't see many current models running around NorCal.
The Tank- izzit true that they are made in India from former Piaggio (Vespa) molds? Check around carefully for reliability and parts availability. I tend to associate them with the Chinese stuff sold mail-order from SoCal. Bleccchh!
BTW, I have ridden a restored 1987 Honda 150cc for ~12k miles in the last two years; great for streets and even expressways (45-55 mph) .
The hills around the SFBay area are manageable in light traffic, but seek the first turnout when being followed.
250CC works, but 400cc min is advised for hills and highways.
