The Honda C100 built in the 1959-1962 got over 150 mpg with a top speed of 40 mph.

The Yamaha Zuma which is hard to find has a 49cc motor, does not require a motorcycle license and get over 50 mpg. The downfall is, top speed is about 35 mph.
