and i want to know they are legal in new york and if i need a license or some registration because im 14 years old

Class A, over 30 miles per hour top speed, "M" motorcycle endorsement on your valid license.
Class B, 20 to 30 top speed, any class license, no endorsement needed.
Class C. Under 20. Any class, including learners permit, and the permit of junior license restrictions apply.
So, since New York law states: "You cannot drive in NYS if you are under the age of 16" and you are only 14, you have plenty of time so save up.
Added: Almost forgot, yes, they need to have a headlight, be street legal, and have a plate.
