If it is under 50 cc you do not need liability insurance. If it is going to be on any public road of any kind, then you need licence plates and registration. What do you mean by "neighborhood"? If it is a gated community where the roads are paved and maintained by a homeowners association of some kind and no one who doesn't live there drives through, then it's private property and you can do what you like, subject to the rules of the homeowners association. If it is any other kind of road where other people drive, it needs to be registered and you need to have a drivers license to operate it.
